I heard this growing up from my parents and from what I heard, they heard it from people coming before them. To me it sounds like a put down to teachers. At one time in my life I had a slight desire to be an elementary school teacher and I kept hearing that phrase in my head and the negativity of it. Here's the thing...I eventually did do some substitute teaching of all grades through H.S. and I currently tutor children at a learning center so I have been exposed to teaching. My own opinion is that there is some shred of truth to that phrase. I don't think however it should scare anyone away from the teaching profession. I think it is worded "Those who cannot do, teach." When you are teaching someone else something you aren't really in full action of doing whatever it is because you are imparting your help and knowledge to another. That is my summary, maybe that helps you figure out whatever you are trying to figure out about it.

Ummm, I am a school teacher and I have no idea what you are asking. It is quite confusing and doesn't make much sense. :) Maybe you need to go back to school to learn how to write a question that is more direct and easier to understand.
