Sometimes they do it to some students because they are too shy to actually raise their hand. A teacher may be trying to challenge this kind of student to try to get them to open up a little bit more.These students may actually be really intelligent and have the right answers but can't overcome their social anxiety. There are several cases where a teacher may randomly call on someone though, this is just one idea.

Participation is an assessment tool. A teacher randomly picks students to assess their learning and to pull the reluctant student into the discussion. These factors allow the teacher to know if the student is having problems with the work or lets the teacher know that the student understands the work, can analyze, etc.

They're testing the knowledge of the students. It often isn't random anyway, but they select students who are on the quiet side and wouldn't volunteer an answer of their own accord. Many teachers also pick someone they suspect isn't paying attention, to make them buck their ideas up. Also, if a class knows that anyone could be chosen to answer a question, they're likely to concentrate more. If the same 2/3 students were asked every time, the rest would go to sleep !

Teachers have different reasons for picking different kids to answer the question. They want to make sure everyone is paying attention and that they all understand.
If someone constantly has their hands up the teacher assumes they know and tries to give someone else a chance.
Sometimes when you hide behind the book, they assume you are not paying attention and call on you.
By all means, they do not intentially try to embarass you for giving the wrong answer.

Teachers like to make sure that the whole class understands the work. You will probably notice that he/she picks on the quieter members of the class. This is to get the whole class involved in class discussions and make sure they are not stuck on anything.

Sometimes if they see that you aren't paying attention or if it looks like you are understanding they will pick you. Its usually not to embarrass you or anything. They just want to make sure you are understanding the material.

It keep pupils on their toes....so they have to listen....i was always picked on at the beginning of every year because i have an unusual name and teachers liked to get used to it at the beginning of the year!
